- The Spokesman-Review: "In her announcement on Monday, Gregoire urged the committee to 'keep in mind the purpose of our state's original public disclosure laws.' Good advice. Carr is chiefly known in open government circles for arguing against disclosure. In the Hangartner case, for example, he succeeded in stretching an exemption for attorney-client privilege to cover tax information relating to the ill-fated Monorail project in Seattle."
